What rule has been broken: Hacking/Cheating for item ID's and money
Tell us in short what he actually have done: Has gotten gold
What consequence(s) do they deserve? A warning/ban and all items of value taken

Cheat Engine doesn't even work to spawn money.

You can also change stats to above 99, and many other things on a private server. And yes, if you do it right it can be done
